This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice.

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation that works with developing countries to promote sustainable economic growth to reduce poverty. Since its establishment in 2004, MCC has deployed more than $10 billion in development grants through compact and threshold programs across 40+ countries. This announcement constitutes the only solicitation; quotes are being requested.

(i) The solicitation number is 95332421Q0030 and is issued as a request for quotations (RFQ).

(ii) The solicitation document (attached in full to this announcement) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (effective March 10, 2021).

(iii) This solicitation is not a set aside and is being conducted as a full and open competition.

(iv) Contract Line Item Number(CLINs) are included in Section B of the solicitation.

(v) MCC seeks offers to provide professional services to update an existing data collection instrument, develop an appropriate sampling strategy, collect data from businesses in Côte d'Ivoire and conduct preliminary analysis to assess the following for two to three economic sectors, which have yet to be determined

(vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location and all deliveries are FOB destination.

(vii) The following evaluation criteria are hereby included in paragraph (a) of provision 52.212-2, Evaluation -- Commercial Items:

A. Technical Capability

B. Past Performance

C. Price

Technical capability and past performance, when combined, are more important than price.

(viii) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (both the basic clause and Alternate I), applies to this acquisition.

(ix) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Section I for the additional FAR clauses that are applicable to this acquisition.

(x) The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition. However, the terms and conditions are consistent with customary commercial practices.

(xi) Please note the following important dates pertaining to this solicitation:

Offers must be submitted via email to pembertonwe@mcc.gov and maxwellre@mcc.gov no later than April 23, 2021 at 1:00 pm Eastern Daylight Time. Offerors shall ensure that the solicitation number “95332421Q0030” is included in the subject line of their email response. Failure to do so may cause a quotation to not be considered. It is the responsibility of the offeror to ensure that their quotation is received at the Government installation by the listed deadline.
